Ben Howard Kelley was clocked at going 164 mph on I-5. It is the top speed a trooper has ever verified for a speeder on I-5. Kelley was arrested wearing a helmet, one law he didn't break, but we imagine that wouldn't help much if you crashed at 164 mph.......
