Look, there is 1 1/2 reasons to look at porn, and 1 1/4 of them are to masturbate. I do not want to go and look at really big maps and see someone's dingle berries about to esplode, not even a ladies whoo-boo go woo-hoo no matter how much she reminds me of Felicia Day-- not while I'm looking at my maps.

For the other 1/4 of a reason to look at porn is research. In which case, if you can afford to research porn you can afford your own internet.

Therefore, if we make it a no-no to masturbate in public, we won't have to worry about what sites they're accessing on the computer, because we can take action based on observable behavior rather than trying to figure out what they're looking at on that filtered screen.

"Display" is up to the library -- they can install privacy filters on monitors. (I believe the SPL does that, at least in some places.) Most people surfing for porn at the library aren't intending to display it, I'd guess.
