<description>&lt;p&gt;Was that report made before they dug up 1st av s after they spent all that money repaving? Where did they haul the asphalt off to? That is pretty wasteful and not to mention the impact of repaving 1st av again, that has to be really bad not only for the enviroment but for us humans healthwise and in the ol taxpayers pocket.&lt;/p&gt;</description>
