<description>&lt;p&gt;Cancelled...so that explains it.  I walked on 4th from Bell to Pine and saw nothing until I got to Westlake.  There was a sizable crowd, all of whom was likely confused about the lack of a parade.  There were a few drill/dance troupes performing in Westlake, but I was hoping for marching bands.

How do they make a call like &quot;low turn-out&quot;??  It seems to me that once the parade was underway, there would be a fair amount joining the ranks on the streets, at least to see WTF was going on.  Sad...&lt;/p&gt;</description>
