Apparently, cutting youth crime involves handing out a lot of t-shirts with the program logo on them. At least, that is what I'm led to believe by the photo that ran with this story in yesterday's paper. Perhaps at-risk youth are more easily swayed by messages printed onto low-cost apparel than the rest of us, but I somehow doubt it.
