OK, they shouldn&apos;t have been skinny-dipping in the reservoir (bad kids, bad) but the city would have had to dump millions of gallons of water out because someone did/didn&apos;t bathe?

This water isn&apos;t treated before it&apos;s used?&lt;/p&gt;</description>
