People always get confused by ballots. Is 9% of people not marking a presidential preference or whatever an abnormally high number? I remember that in Snohomish County after the first partisan primary in 2006 (or so) a lot of people didn&apos;t fill out their ballots correctly. Is this an outsized number?&lt;/p&gt;</description>
