I second Flo as the best place in Bellevue for sushi, and will throw in I Love Sushi as another great option.

Yelp = yikes, at least some of the time. If you find a reviewer you trust, maybe it's useful.

Best for Bellevue Way, and the Eastside in general, is Chinese food. Facing East and Bamboo Garden would have been delicious choices!

Sushi Yama, not to be confused with another terrible place in Bellevue - Yama. I am unlucky enough to work in Bellevue, and have to pick from the overpriced mediocre restaurants there most days... The best sushi in Bellevue is certainly Flo's - but also one of the more expensive.

Oh, and lets not forget the amazingly stuck up Porcella's on main st. Yes, they have a pretty amazing proscuitto and egg sanwich, but at 12bucks is of course (being bellevue) overpriced. The place is pretty pretentious, and they charge a small mint for just glazed vegetables.

I don't get some of the reviews of places here either - I guess it is really what you are exposed to - there isn't much choice for good food in Bellevue, so even crappy places get higher ratings than they should.
