He has a rocket arm, and clearly can put the ball in tight spaces, but he also tends to overthrow (as young QB's with powerful arms often do). Also, I agree with the assessment of the receiving corps, ie not much there. Locker can pass. He just had a rough second half. He had some sparkling passes in the first half -- timing routes he zipped into coverage on a dime. To say "he can't pass" is a gross exaggeration. Also, keep in mind he isn't blessed with a very good receiving corps.
