<description>&lt;p&gt;That used to happen to the fountain at City Hall when I was growing up in Aberdeen.  Suds would overflow into the street, which was cool because there was virtually no traffic.  Strangely, this prank makes me feel all warm and nostalgic . . .&lt;/p&gt;</description>
