Hegemony? I would just call it ignorance: for example, an aspiring Vietnamese businessperson opens a Pho place, even though there's already 12 of them on the Ave, because he/she lacks common sense and making Pho for pay is all they know how to do. As for redevelopment, these are the consequences of begging for density.

Lots of UW undergradates--the ones from Bellevue, who own cars--never get near the Ave...they hang out in U Village.
