<description>&lt;p&gt;That&apos;s actually what happened.  He was coming down Seneca and had no brakes.  To avoid hitting exiting Viaduct traffic head on, he swerved and went through the railing. It was so loud when he hit the dumpster.  We couldn&apos;t get to him at first because the car was spewing gasoline.  Also, the dumpster that he landed on had been moved into that position just a short while before it happened.  &lt;/p&gt;</description>
