<description>&lt;p&gt;actually Arizona doesn&apos;t have income tax and most rich people in this state already have second residences out-of-state.  Establishing a permanent residency elsewhere (w/o income or estate taxes) makes a lot of sense and is easy to do- I thought this guy was supposed to be smart...&lt;/p&gt;</description>
