<description>&lt;p&gt;the answer is the cheapest labor source available--children. In the old days, children would trap rodents and send the skins to the state, where they&apos;d be rewarded with a nickel a pelt or something. We&apos;d have to update the compensation a bit, but it would give kids something to do and improve their knife skills so they make it though public school unscarred.&lt;/p&gt;</description>
