<description>&lt;p&gt;My prediction: the 25 foot rule will be an instant joke.  Totally unenforcable.  And soon the complaints will be all about the huge numbers of cigarette butts outside the taverns and bars since the establishments can&apos;t put out ashbins in &quot;illegal&quot; locations less than 25 feet from their door.

Just wait and see.&lt;/p&gt;</description>
