<description>&lt;p&gt;So why aren&apos;t the Republicans affecting their legislative agenda through the legislature rather than a paid signature gathered initiative that was funded by special interest money? Oh yeah it is because the voters of Washington forced them into a minority in the State House, State Senate and shut them out of the Governors Mansion. They have to do this because the voters of Washington State do not trust them to make laws and budgets in Olympia.
